I have Seen 3 people (Same person) with this i would like to know how they did it. if u have any info please tell

I'd guess that they just took the shrine bonus and let other people kill stuff whilst staying out of XP range. That's the first way to pop to mind.

Factions is forced to do a few missions which rewards are guaranteed to trigger a level up, and NF characters are also forced into a level up in order to reach kamadan.

So only thing i can think up is a prophecies-based character, moving to ascalon on level 1 (yes, possible with minimum effort) then getting run to LA and having somebody do the quest there to reach kamadan while staying outside of xp range.
Then, upon reaching kamadan, getting people to farm the mobs for the rep gain while he stays outside of xp range.

Very hard to do, but might be possible with proper planning.
